Drejtori i Autoritetit të Aviacionit Civil Krislen Keri, ka marrë pjesë në takimin e 36-të të ECAC, që zhvillohet 1 herë në 3 vjet. Në mbledhjen ku morën pjesë drejtorët e Autoriteteve të Aviacionit Civil pjesë e ECAC, Presidentja e ICAOs Fang Liu, Drejtori Ekzekutiv i EASA Patrick Ky dhe menaxheri i IATA-s Alexandre de Juniac, u diskutua për sfidat e aviacionit që lidhen me rritjen e kërkesës për menaxhim më të mirë të trafikut, siguria, përmirësimi i kapaciteteve njerëzore e teknike, emetimi i gazrave dhe siguria kibernetike.

Drejtori i AAC-së Krislen Keri, gjatë kësaj mbledhje u takua me homologun e tij Italian Alessio Quaranta, me të cilin diskutoj për problemet që po shkaktojnë kompanitë italiane me të drejtat e pasagjerëve, me vonesa apo anulime tej normave europiane. Keri, tha se pala shqiptare kërkon masa nga pala italiane, që këto kompani të penalizohen sipas rregulloreve europiane nga Autoritetet Italiane, që janë edhe licensuesit e tyre. Gjithashtu ai nënvizoi se për këto problematika ka venë në dijeni edhe Komisionin Europian.

Gjatë punimeve Keri u takua edhe me Drejtorin e Aviacionit Civil turk, z.Bahri Kesici, me të cilin u diskutua për forcimin e bashkëpunimit në aspekte që lidhen me ndërtimin e kapaciteteve dhe shkëmbim të eksperiencave të suksesshme të palës turke, si dhe funksione të tjera që lidhen me kompanitë ajrore.

Z. Keri gjithashtu zhvilloj takime me sekretarin ekzekutiv të ECAC Salvatore Sciacchitano, të cilin e njohu me zhvillimet më të fundit në Aviacionin Civil shqiptar, nga i cili mori mbështetjen për reformat e ndërmarra.
Një tjetër takim me rëndësi ishte ai me Drejtorin e Përgjithshëm të Aviacionit Civil të Izraelit, z. Joel Feldschuh, me të cilin u diskutuan eksperjencat koncensionare të aeroporteve të të dy vendeve, ku Izraeli është në proces për dhënien me konçension të dy aeroporteve në vend. Ata ranë dakord për vendosjen e kanaleve të bashkëpunimit për të përfituar nga praktikat më të mira në këtë fushë.

Në takim u ngrit edhe shqetësimi i rritjes së vonesave të fluturimeve në gjithë kontinentin Europian, ku vetëm për vitin 2018 pritet që vonesat të shkojnë 14.3 milion minuta ose 27 vjet! Kjo për shkak të kapaciteteve përpunuese të kompanive, aeroporteve apo sistemeve navigacionale në Evropë.

Në mënyrë që të përballohen sa më mirë këto sfida palët u angazhuan të punojnë më shumë në 3 shtylla kryesore, që lidhen me përmirësimin e sigurisë, rritja e kapaciteteve teknike, por edhe përmirësimi i shërbimeve në tokë.

The Director of Civil Aviation Authority Krislen Keri, attended the 36th ECAC meeting, in Strasbourg France. At the meeting attended by the Directors of Civil Aviation Authorities part of ECAC, ICAO President Fang Liu, EASA Executive Director Patrick Ky and IATA Managing Director Alexandre de Juniac, the main focus was on aviation challenges related to increase management demand, traffic, security, improvement of human and technical capacity, emissions of gases and cyber security. Director of CAA Krislen Keri during this meeting met with his Italian counterpart, Alessio Quaranta, with whom we discussed the problems that Italian companies are causing with passenger rights, with delays or cancellations beyond European norms. Keri, said the Albanian side wants measures from the Italian side to penalize these companies according to European regulations by the Italian Authorities. He also underlined that the European Commission has been aware of these issues. During the works, Keri also met with Turkish Civil Aviation Director, Mr. Bajri Kesici, with whom he discussed strengthening cooperation in aspects related to capacity building and exchange of successful Turkish side experiences as well as other functions related to airline companies.
Mr. Keri also held meetings with ECAC Executive Secretary Salvatore Sciacchitano, whom he met with the latest developments in Civil Aviation. Another important meeting was with Israel’s General Director of Civil Aviation, Joel Feldschuh, discussing the concessionary experiences of the two countries’ airports, where Israel is in the process of privatising two airports in the country. They agreed to establish channels of cooperation to benefit from best practices in this area.
The meeting also raises concerns about the increase in flight delays across the European continent, where only for 2018 it is expected that delays will reach 14.3 million minutes or 27 years! This is due to the processing capacities of companies, airports or navigation systems in Europe.
In order to better cope with these challenges, the parties have committed themselves to work more on the 3 main pillars, which are related to improving security, increasing technical capacity, and improving land-based services.
